Philip Carte

Philip M. Carte – President

Mr. Carte brings more than 44 years of experience to Midstream Integrity Services. Mr. Carte started his career with LoVaca Gas Gathering and continued with Colorado Interstate Gas. He has held positions at SouthCross Energy Partners (Director of Operations), TexStar Midstream Services (Director of Operations, Measurement and Control Room Services), Regency Energy Partners (Operations Manager), and Delhi Gas Pipeline (Manager of Control Room Operations and Measurement). Responsibilities have included corrosion control, integrity, operations, compliance, measurement, and control room development and management.

Randy Lenard

Randy Lenard – Senior Vice President

Mr. Lenard has 42 years of career experience in Field Operations, Measurement, Communications, System Control, Scheduling, Marketing, System Planning and Regulatory Compliance. Mr. Lenard started his career with United Gas Pipeline (VP of System Control and Pipeline Optimization) and has held positions with Shell Gas Transmission (Manager Gas Control), CenterPoint Energy Gas Transmission (Director Commercial Operations) and most recently BHP Billiton as Operations Services Manager.

Drew Gomer

Drew Gomer – Director of Integrity

Mr. Gomer has been with MIS since October 2020 and leads the Compliance Division Services for MIS. He has held various engineering and project management roles at EPIC Midstream, Williams Companies, Access Midstream, and Chesapeake Midstream. Previously he was a Captain in the 82nd Airborne Division of the U.S. Army completing two combat tours in Afghanistan. Mr. Gomer is a graduate of The University of Texas at San Antonio, where he earned a Master of Business Administration and Lehigh University, where he earned a Bachelor of Science in Mechanical Engineering.

Tony McMurtrey

Tony McMurtrey – Director Fiber Network and Technology

Mr. McMurtrey joined the MIS team in April of 2019 and oversees Leak Detection, SCADA, and Intelligent Visual Monitoring Services. He has worked with Distributed Acoustic Sensing (DAS) systems since 2009, with military, nuclear, critical infrastructure, high net worth individual property, and pipeline leak systems across the globe, leading teams of individuals to address specific concerns for each installation. He served 8 years in the US Army with combat tours in Iraq and Afghanistan prior to civilian contracting and then moved to the private sector.

Sharon McKnight – Director of Measurement

Ms. McKnight has been with MIS since April 2015 and leads the Measurement Services team.  She has more than 40 years of experience in measurement, 30 of those with Enron where she was director over Measurement for Northern Natural Gas, Transwestern Pipeline, Florida Gas Transmission, Louisiana Gas Resources. She then moved to Hanover Measurement which was later renamed EMS where she spent 10 years before moving to MIS, leading our team of measurement analysts.

Wes Nelson

Wes Nelson – Director, Fiber and Telecom Services

Mr. Nelson brings a broad background of network design, construction, and operation experience spanning more than 20 years. He has held IT and OT communications leadership positions at the City of Corpus Christi, EOG Resources, Inc., as well as Apache Corporation. Mr. Nelson has built and operated municipal and field area networks for oil and gas operations from the Gulf Coast to West Texas, the Rocky Mountain region to the Bakken Shale in North Dakota. Most recently, he has managed the construction and operation of 1,800 miles of fiber across Texas, coupled with crude and natural gas pipelines intended for pipeline control and monitoring, distributed acoustic sensing (DAS) leak detection and intrusion protection. He leads the MIS Communications Group in developing custom network solutions and services for our customers.
