Philip M. Carte brings more than 40 years of midstream experience to Midstream Integrity Services. He has held positions at SouthCross Energy Partners (Director), TexStar Midstream Services (Director), Regency Energy Partners (Operation Manager) and Delhi Gas Pipeline. Responsibilities have included corrosion control operations, measurement, compliance and control room development and management.
Mr. Lenard is Vice President with Midstream Integrity Services. He has 39 years of career experience in Field Operations, Measurement, Communications, System Control, Scheduling, Marketing, System Planning and Regulatory Compliance . Mr. Lenard started his career with United Gas Pipeline (VP of System Control and Pipeline Optimization) and has held positions with Shell Gas Transmission (Manager Gas Control), CenterPoint Energy Gas Transmission (Director Commercial Operations) and most recently BHP Billiton as Operations Services Manager.
Measurement Allocation Manager
Sharon has been with MIS since its inception in 2015. Sharon’s career encompasses over 35 yrs. of experience in the oil and gas industry, in both Measurement and Integrity Services. She started her career with Northern Natural Gas (Enron) where she was employed for 29 years. After that, she was with EMS from 2004 with the merger of PGAS and Hanover Measurement, until she joined the MIS Team in 2015. She was a committee chairman for the new GISB (Gas Industry Standards Board) implementation for the gas industry. Sharon has been a long term member of the AGA and is newly involved with API. Sharon was the lead on a year-long project to implement and create a measurement system. Sharon’s entire career has been focused on Measurement and Integrity Services.
Clint joined the MIS team at its inception in 2015. Clint is a native East Texan and is a graduate of Stephen F. Austin State University with a BBA in Marketing. He brings with him 20+ years of experience in the areas of professional sales, customer service, marketing / advertising, and asset management into the oil & gas services arena. Clint is a NACE certified CP-1 Cathodic Protection Tester. He now serves as the Business Development / Marketing Manager and Project Manager for Midstream Integrity Services (MIS) and Flatrock Engineering & Environmental (FEE). Clint is a member of the San Antonio Pipeliners Association, NACE International, and serves on the board of the NACE San Antonio Chapter.
Willie is a graduate of St. Mary’s University with a B.S. in Electrical Engineering and a B.A. in Mathematics. Willie brings 18+ years of experience in IT and engineering having various roles in both fields. Willie has worked with government agencies such as NASA, the FAA, the City of Miami, and the Federal Reserve as well as in the private sector for companies such as Lockheed Martin, Accenture, Schlumberger, Tesoro, and NuStar Energy Corp. Willie oversees all SCADA and IT related projects for MIS.
Control Room Manager
Daniel has been with MIS since its inception in 2015 and manages the MIS control center at our headquarters in San Antonio, TX. Daniel manages a team of OQ certified controllers who monitor thousands of miles of pipeline assets owned by 20+ different pipeline operators across the United States. Daniel draws his experience and expertise from 18+ yrs. of experience in the SCADA Management / Pipeline Logistics arena. As a key team member, Daniel’s areas of expertise include all areas of Pipeline/ production Operation, Calculations, Distribution, and Safety Management. Daniel’s skill set meshes well with the responsibility of managing one of only a few PHMSA compliant, third party contract pipeline control centers in the nation.
Control Room Manager
Mark is the newest addition to the MIS team. Mark manages our second MIS control room in San Antonio, Texas. Mark brings with him 28 years of industry experience, both in control centers and transportation. He started in a pipeline construction firm, moved to Texaco Refining and Marketing, and Shell Pipeline. Mark also held positions at Occidental Petroleum (Centurion Pipeline) and the Tesoro/Andeavor Control Centers.
