Starting as a PHMSA compliant control room built and operated for a midstream pipeline company, Midstream Integrity Services (MIS) has grown into a leading provider of contract control room services. Established in February 2015, MIS quickly evolved into serving multiple contract control room customers transporting various types of products.
Driven by commitment and dedication, MIS expanded its offerings beyond the control room. Today, we provide a wide range of services including Integrity/Cathodic Protection and Compliance, Leak Detection, Measurement, Field Automation, Telecommunications, Fiber Optics, and Visual Monitoring.

Leadership
President
PHILIP M. CARTE
With over 47 years of industry experience, Mr. Carte is a seasoned leader in midstream operations, integrity, compliance, measurement, and control room management. As President of Midstream Integrity Services, he brings a wealth of expertise in pipeline safety, operations, and regulatory adherence, ensuring the highest standards of service and reliability. Throughout his career, he has held key leadership roles, including Director of Operations at SouthCross Energy Partners and TexStar Midstream Services, where he also oversaw Measurement and Control Room Services. He has also served as Operations Manager at Regency Energy Partners and Manager of Control Room Operations and Measurement at Delhi Gas Pipeline. His extensive experience spans corrosion control, pipeline integrity, measurement, compliance, and control room management.
Under his leadership, Midstream Integrity Services continues to drive innovation and operational excellence in the industry.
SR. VICE PRESIDENT
RANDY LENARD
Mr. Lenard brings over 44 years of expertise across field operations, measurement, communications, system control, scheduling, marketing, system planning, and regulatory compliance. He began his career at United Gas Pipeline, where he served as Vice President of System Control and Pipeline Optimization. Over the years, he has held key leadership roles at Shell Gas Transmission, CenterPoint Energy Gas Transmission, and, most recently, BHP Billiton. His extensive experience and strategic leadership have made him a respected figure in the industry.
VP of Integrity & Commercial Operations
DREW GOMER
Mr. Gomer has been with MIS since October 2020 and leads integrity and corrosion services. He has held various engineering and project management roles at EPIC Midstream, Williams Companies, Access Midstream, and Chesapeake Midstream. Previously, he was a Captain in the 82nd Airborne Division of the U.S. Army, completing two combat tours in Afghanistan. Mr. Gomer is a graduate of The University of Texas at San Antonio, where he earned a Master of Business Administration, and Lehigh University, where he earned a Bachelor of Science in Mechanical Engineering.
DIR. OF FIBER NETWORK & TECHNOLOGY
TONY MCMURTREY
Mr. McMurtrey joined MIS in April 2019 and leads the company's leak detection, SCADA, and intelligent visual monitoring services. With expertise in distributed acoustic sensing (DAS) systems dating back to 2009, he has supported military, nuclear facilities, critical infrastructure, high-net-worth properties, and pipeline leak detection systems worldwide. Throughout his career, he has led specialized teams to address the unique challenges of each installation. Before transitioning to civilian contracting and the private sector, he served eight years in the U.S. Army, completing combat tours in Iraq and Afghanistan.

TREY TUMLINSON
Mr. Tumlinson brings extensive knowledge and experience in Integrity Management and Cathodic Protection, accumulated over a 21-year career. He began his professional journey by installing Cathodic Protection systems in South Texas and has held various roles as both a technician and a manager across multiple companies. Notably, he spent 8 years responsible for 2,000 miles of pipeline as a Corrosion Technician at Copano Energy, followed by 2 years as the Corrosion Manager at iicorr/Stork. Most recently, he has served as the Vice President of CEC Corrosion Services for the past decade.
SR. MANAGER OF MEASUREMENT
JENNAH LIND
Ms. Lind, with 11+ years of experience, Jennah has honed her expertise in NGL, crude, natural gas, and purity products through roles at Pioneer EFS Midstream, Kinder Morgan, and EPIC Midstream. She’s a proven leader in system upgrades, resolving imbalances, and streamlining processes, all while bridging communication between field teams and management.
Controller
Kerry Aitken
Ms. Aitken has served as the Controller of Midstream Integrity Services since 2011. With extensive experience in the energy and midstream sectors, she previously held key roles at Energy Transfer, where she was instrumental in internal and external SEC reporting and supported complex transactions. Ms. Aitken began her career at Deloitte & Touche, rising to Audit Manager and working with various publicly traded companies. She is a Certified Public Accountant and holds both a Master’s in Professional Accounting and a Bachelor’s in Accounting from the University of Texas at Austin.

Business Development Manager
Robert Bynum
Mr. Bynum joined the MIS team in February 2025 following the acquisition of CEC Corrosion Services. His primary role at MIS is Business Development and Customer Retention. However, he possesses extensive technical expertise in Cathodic Protection and Integrity Management, along with a strong operational background in the midstream sector of the Oil & Gas industry. Mr. Bynum has held various positions, including Operations Manager at CEC Corrosion Services, Gulf Coast Operations Manager at Kantex, Construction Manager at Farwest Corrosion Control, and Corrosion Technician at SouthCross Energy Partners.
Control Room Manager
Frank Shindler
Mr. Shindler has been with MIS since January 2023 and brings more than 30 years of experience overseeing some of the largest and most highly complex control rooms in the country. Mr. Shindler started his career with Continental Airlines ( Control Center Manager IAH) and has held positions with increasing levels of responsibility with Union Pacific Railroad (Harriman Dispatch Center), NuStar Energy (Control Room Supervisor), Noble Midstream Partners (Control Room Manager) and most recently Navitas Midstream Partners (Gas Control Manager). Mr. Shindler is a Graduate of United Aviation Academy.
Network & SCADA Manager
Marco Garcia
Mr. Garcia joined MIS in November 2021, bringing with him two decades of IT expertise—16 of those years dedicated to the Oil & Gas industry, specializing in IT/OT operations. His extensive experience includes key roles at Energy Transfer and Howard Energy Partners, where he provided critical support for ERP, SCADA, Measurement, and related systems. At MIS, he oversees IT and OT operations both in the office and in the field, ensuring seamless technology integration and support across all levels.
Sr. Contract Specialist
Amy (AJ) Erickson
Ms. Erickson has been with MIS since 2022, managing contracts, negotiations, and customer relations while supporting business development. Prior to MIS, she worked as an MOC Coordinator with Williams and Access Midstream, where she was responsible for implementing and overseeing structured change management processes. Her background includes experience in contract management, internal program development, and operational coordination in fast-paced environments.
